With approval from the State Council, on October 7, 1980, an area of 2.5 km2 was officially demarcated for the establishment of a new economic zone in Huli District, northwest of Xiamen island. A year later on October 15, 1981, construction work began with big bangs produced by explosives used in flattening the land, marking the start of an era of reform and opening up. In February 1984, on his inspection tour of Xiamen, Deng Xiaoping wrote down his hopes about the zone in Huli District in an inscription: “Build the Special Economic Zone better and faster”. Over the years, the District has forged ahead despite all kinds of difficulties, transforming a small fishing village into a modern central.
